CIUDAD DE PAPEL / PAPER CITY Largometraje Documental / Documentary Directora: Claudia Sepúlveda Luque. SINOPSIS El hallazgo, en octubre del 2004, de cientos de cisnes muertos en el Santuario del Río Cruces, Valdivia, Chile, debido a la contaminación de una industria de celulosa, detonó un movimiento ciudadano que sorprende con su fuerza y diversidad de rostros y manifestaciones. En su objetivo por detener el desastre los ciudadanos debieron enfrentar un álgido conflicto económico, político y judicial que desbordó las instituciones ambientales y empujó la urgencia de reformarlas. Finalmente, comprendieron que su destino y el de Valdivia, “la ciudad humedal”, está hermanado con el de los cisnes. La película relata los episodios más significativos de este conflicto ambiental que detonó un quiebre histórico en las instituciones y leyes ambientales de Chile, a través de una mirada caleidoscópica de los diversos rostros y voces ciudadanas; y arquetípica del conflicto, sus actores e intereses en pugna. SYNOPSIS In October 2004, the discovery of hundreds of dead swans in the Cruces River Sanctuary- Valdivia, Chile, due to the pollutants from a cellulose plant, unleashed a grass roots movement that surprised with its strength and diversity of faces and manifestations. In their effort to prevent the disaster, the citizens had to face a sour economical, political and judicial conflict that overflowed the environmental institutions and pushed for the urgent need to reform them. Finally, they understood that their fate and that of Valdivia, "the wetlands city "is akin to the fate of the swans. The film describes the most significant episodes of this environmental conflict, which detonated a historical breakdown for several institutions and the Chilean environmental policy, trough an array of views from the different faces and voices of its citizens; archetypical of the conflict, those involved and their conflicting interests.
Claudia Sepúlveda Luque. Socióloga y Magíster en Medio Ambiente. Entre 1994 y 1999 participó en CIPMA, en el desarrollo de un marco conceptual para comprender la dinámica y evolución de los conflictos ambientales en Chile a partir de varios estudios de casos que incluyeron el conflicto en torno a la Planta Valdivia de CELCO. De este trabajo surgieron recomendaciones para profundizar la participación ciudadana en el Sistema de Evaluación de Impacto Ambiental que tienen vigencia hasta el día de hoy y quedaron recogidas en dos libros sobre el tema publicados en 1997 y 1999. Entre el año 2000 y el 2003 fue Directora en Valdivia del primer proyecto financiado para Chile por el Global Environmental Facility (Fondo para el Medio Ambiente Mundial) cuyo objetivo fue promover las iniciativas de conservación de la biodiversidad emprendidas voluntariamente por ciudadanos, familias y comunidades. De este proyecto surgieron nuevos métodos de planificación, incentivos no monetarios y enfoques de conectividad social en conservación biológica así como recomendaciones de política para promover las áreas protegidas privadas en Chile. En el año 2004 contribuyó a fundar Parques para Chile, organización especializada en la conservación privada, y se involucró activamente en el movimiento ciudadano "Acción por los Cisnes" surgido en respuesta al desastre ecológico del Río Cruces, llegando a ser una de sus voceras. DIRECTOR’S BIOFILMOGRAPHY A Sociologist and M.A. in Environmental studies. Between 1994 and 1999 She participated in CIPMA in the development of a conceptual frame to understand the evolution and dynamics of environmental conflicts in Chile, based on several case studies including the conflict generated by the CELCO plant in Valdivia. From this work several recommendations were made to widen citizen participation in the environmental impact evaluation system, current to this day. These were recorded in two books on the subject published in 1997 and 1999. In the years between 2000 and 2003, she was director of the first Global Environmental Facility sponsored Project in Valdivia; It’s objective, to promote biodiversity conservation initiatives, voluntarily undertaken by citizens, families and communities. This Project originated new planning methods and non-monetary incentives, and focused on social connectivity in biological conservation. It also proposed political suggestions to promote private protected areas in Chile. In 2004, she contributed to the establishment of "Párques Para Chile" (Parks for Chile), an organization specializing in private conservation initiatives, and she became actively involved in the citizens movement “Action for the Swans”, that arose in response to the Rio Cruces ecological disaster, becoming one of their main spokesperson.
